I think it's more "natural" to think and read in past tense. You never read a book that says "The boy is getting the basketball. The boy has the basketball". You're used to reading "The boy got the basketball. The boy had the basketball". So shifting gears to present tense is almost unnatural, but as far as which is better, who knows. Personally I believe technology should work for us, we shouldn't work for technology. So whatever the agreed upon style is in the project/company, that should remain consistent throughout.
